The most common reason for poor quality images is a lack of light. See Capturing Images for light levels and reflectances in typical environments.

Management of the transmission and storage of digital images is critical to the adoption of IP-Surveillance. High quality digital images contain a large amount of redundant information that can be eliminated without a great loss in perceived picture quality. The technique of reducing image size (and bit rate) is generally referred to as compression. A number of Compression Standards are in common use.
